Quay Tower stands inside a park, facing a harbour that cannot be built on. The building sits within Brooklyn Bridge Park below Brooklyn Heights, looking across New York Harbour to Lower Manhattan and the Statue of Liberty.

Very few residential buildings in the city have that relationship to open water and open space at once. Let's look at what it means for a buyer.

1. What the Position Actually Is

The park was built along the former working piers, and a small number of residential buildings sit within its boundary. The park in front and the harbour beyond are both permanent, which fixes the outlook by land use rather than by luck.

That is the same argument as Central Park frontage, applied to water. A neighbouring developer cannot obscure a harbour, and the number of buildings with this relationship to it is very small.

Brooklyn Heights sits immediately above, which gives the location an established residential neighbourhood at its back rather than a district still forming.

2. What the Borough Saves

The same budget buys more space, and the view of Manhattan from here is the one that appears on postcards. An apartment in Manhattan cannot see Manhattan.

What you give up is some international resale recognition, though Brooklyn Heights and the bridges are better known abroad than most of the borough.

3. The Diligence a Park Location Requires

The ordinary condominium review first: audited financial statements, the reserve balance in dollars, assessment history and two years of board minutes.

Then the questions specific to a building inside a public park. Ask your attorney to establish the land arrangement — whether the building sits on a ground lease or owns its parcel outright — and what obligations, if any, run to the park itself.

That answer affects both the monthly cost and the eventual resale, and it is not something to infer from a brochure. Waterfront exposure also makes flood zone status and insurance worth confirming explicitly.

4. Buying Here as an Overseas Purchaser

Procedurally identical to Manhattan: a condominium, no board approval vote, non-resident and entity ownership accepted. Brooklyn's newer stock skews far more heavily condominium than Manhattan's older inventory.

Mansion tax applies from $1 million on the whole price regardless of borough. Where units remain with the sponsor, transfer taxes are customarily shifted to the purchaser, roughly a further 1.8 to 2.0%.

Waterfront and insurance

Any building close to the water should be assessed for flood zone designation, the building's own protective measures and what the condominium's insurance covers as against what an owner must carry personally.

This is answerable in writing before an offer and it is one of the few items where a buyer abroad is at no disadvantage whatever — the documents are the same wherever you read them.

Brooklyn Heights above the park

The neighbourhood immediately above is one of the oldest residential districts in the city, largely landmarked and unlikely to change. That gives the location an established context rather than a newly formed one.

It also means the amenities of a functioning neighbourhood — schools, shops, transport — are within a short walk rather than promised in a future phase of a development.

Which apartments actually see the harbour

Within a single building the difference between a harbour-facing line and one facing back toward the borough is substantial, and the price should reflect it precisely.

Final Thoughts: Water Is the Durable Asset

Height can be exceeded and inland views can be built out. A harbour cannot be developed and a park within which a building already stands is not going to be filled in. For a buyer who wants an outlook that will still be there in thirty years, this position is among the most secure in New York, and it costs materially less to hold than the Manhattan equivalent.

A note on financing for an overseas buyer. Foreign national mortgages require a larger deposit and a longer underwriting period than domestic ones, and lenders look carefully at waterfront buildings and at any ground lease arrangement.

Establish both points with your lender before an apartment is identified. A land structure that a lender declines to finance is discoverable in a day and expensive to discover after a contract is signed.

One further consideration for part-year owners. Buildings in this district generally permit letting subject to house rules, but New York prohibits entire-unit stays under thirty days with the owner absent, so any arrangement must be a conventional lease.

There is also a point worth making about the ferry. Water transport is pleasant and it is weather-dependent, so treat it as a supplement to the subway rather than as the primary route when assessing how the location actually works in February.

That pipeline matters when pricing an outlook. Establish what is protected and what is not for the specific apartment, and treat any unprotected view as temporary rather than permanent when deciding what to pay for it.
