实质性投资
E-2签证的核心要求。投资金额必须相对于企业总成本而言是「实质性的」。虽无法定最低额，但小型企业通常需10万美元，餐饮或零售业需15万-30万美元。比例测试要求企业成本越低，投资比例越高。
