비례성 테스트
투자액이 사업 총비용에 대해 충분한 비율인지 판단하는 기준. 사업 총비용이 낮을수록 투자 비율이 높아야(거의 100%에 가깝게) 합니다. 고비용 사업에서는 50% 정도도 인정될 수 있습니다.
