応募資格は、対象国で出生したことに加え、高校卒業以上の学歴、または過去 5 年以内に 2 年間の資格ある職業経験が必要です。毎年 10〜11 月にオンラインで登録を受け付け、コンピューターによる無作為抽選で当選者が決まります。
当選しても永住権が保証されるわけではなく、身元調査、健康診断、米国大使館での面接など通常の移民手続きを経る必要があります。過去 5 年間で 50,000 人以上の移民を米国に送った国の国民は対象外で、現在、中国、インド、メキシコ、フィリピンなどが除外されています。
