Les TEA sont désignées par les États et doivent avoir un taux de chômage au moins 150 % supérieur à la moyenne nationale, ou être situées dans une zone rurale. Investir dans une TEA réduit le seuil d'investissement de 1 050 000 à 800 000 dollars, rendant le programme EB-5 plus accessible. La désignation TEA peut changer, il est donc important de vérifier le statut avant de soumettre une demande.
