TEAs wurden eingeführt, um Investitionen in wirtschaftlich benachteiligte Regionen zu lenken. Eine TEA-Designierung wird entweder durch bundesstaatliche Behörden oder die USCIS vergeben. Viele Entwickler strukturieren ihre Projekte strategisch so, dass sie in einem TEA liegen, um Investoren die geringere Mindestinvestition zu ermöglichen.
