Das EB-5-Programm wurde 1990 vom US-Kongress eingeführt, um ausländische Investitionen und die Schaffung von Arbeitsplätzen zu fördern. Investoren müssen mindestens 800.000 USD in einem Targeted Employment Area oder 1.050.000 USD andernorts investieren. Durch die Investition müssen mindestens 10 Vollzeitstellen für US-Arbeitnehmer geschaffen werden.
